Free, combined and total explained
Free chlorine is the portion still available as an active disinfectant. When chlorine reacts with ammonia, it forms chloramines, which are called combined chlorine and are much weaker disinfectants that persist longer in the distribution network. Total chlorine is the sum of the two. Many utilities deliberately dose chloramine rather than free chlorine because it holds a residual all the way to the far end of the system. A kit that reports only free chlorine will read low on a chloraminated supply and tell you almost nothing useful.
DPD reagents versus test strips
The standard chemistry is DPD, supplied as tablets, powder pillows or liquid, which develops a pink color proportional to chlorine. One reagent reads free chlorine and a second reads total, so a kit with both lets you calculate combined chlorine by subtraction. DPD is read either by comparing against a color block or, more precisely, in a small photometer. Test strips are quicker and cheaper but coarser, and they degrade badly once the container has been opened in a humid bathroom. For a one time check strips are fine; for tracking a filter, DPD is worth the extra step.
Sampling so the reading means something
Chlorine dissipates fast, so the test has to happen at the tap within moments of collection, never from a bottle carried across the house or left standing. Fill the vial gently to avoid agitation, since splashing drives chlorine off and reads low. Take one sample after a good flush, which shows what the main is delivering, and if you want to know what stands in your plumbing overnight, take a separate first draw sample. Test at the same fixture and the same time of day whenever you repeat it, because residuals vary through the day.
Reading the result against your water report
Your utility's own figures give you the comparison. The EPA notes that every community water system publishes an annual Consumer Confidence Report and maintains a finder to locate yours, and that report names the disinfectant used and the residual levels measured. If your tap reads far below the report, you are at the end of a long run or the water has been standing; far above is unusual and worth a call to the utility. Turning the result into a filter choice
If you have free chlorine, ordinary activated carbon removes it readily and even a modest cartridge or a shower filter will make a clear difference.
