Ultraviolet treatment is one of the simplest things in water treatment and one of the most oversold. The equipment is a lamp inside a quartz sleeve inside a chamber the water flows through. The effect is narrow and reliable. The confusion comes almost entirely from it being sold as a filter, which it is not.
What it does
Ultraviolet light at the germicidal wavelength is absorbed by the genetic material inside bacteria, viruses and protozoan cysts, damaging it so the organism cannot reproduce. An organism that cannot reproduce cannot establish an infection, which is why the accurate word is inactivation rather than killing. Nothing is strained out, nothing is added, and the water leaves the chamber with the same chemistry it entered with. That is the whole of the effect, and it is a genuinely good one within its scope.
Who needs it
Households on a private well are the main case, particularly where a test has found coliform bacteria or where surface water can reach the casing after heavy rain. The EPA notes that private wells are not federally regulated under the Safe Drinking Water Act, so nobody is disinfecting or sampling the supply on your behalf. Households on a chlorinated municipal supply are usually adding a barrier against a risk that is already managed, with the specific exceptions of a recurring boil notice or a small system with a history of problems.
What it needs to work
Three conditions, all of which the household controls. Water clear enough for light to reach organisms, which means sediment filtration and, where the water carries them, iron, manganese and hardness treatment, since all of those film the quartz sleeve. Flow within the unit's rating, because the dose falls as flow rises. And a lamp that is actually delivering, which means annual replacement whether or not it still glows, since output fades long before the light goes out.
What it will not fix
Hardness, scale, iron staining, sulfur smell, nitrate, arsenic, lead, chlorine taste: none of them. A household whose complaint is any of those and who fits ultraviolet will have spent money and changed nothing. Those need a softener, an iron filter, an oxidizing stage or carbon, and ultraviolet sits after them as the final stage rather than instead of any of them.
