Yes. Activated charcoal, which is the same thing sold as activated carbon, removes free chlorine efficiently and it is the single duty carbon performs best. The complication is that many utilities no longer dose free chlorine: they dose chloramine, which is chlorine bonded to ammonia, and ordinary carbon handles that far less well.
How the removal actually happens
It is not straightforward adsorption in the way taste and odor removal is. Free chlorine reacts chemically at the carbon surface and is converted to chloride, which is harmless and tasteless and stays in the water. That reaction consumes the carbon slowly, so a bed dedicated to chlorine removal has a working life set by how much chlorine has passed through it rather than by how dirty it looks. It is also why contact time matters: water pushed through a small bed too quickly leaves with chlorine still in it.
Chlorine or chloramine, and how to find out
Chloramine is deliberately more stable than free chlorine, which is why utilities like it and why carbon struggles with it. Standard carbon needs much longer contact to break it down, and catalytic carbon, which is surface treated for exactly this reaction, is the correct media where chloramine is in use. You do not have to guess which you have. The EPA requires every community water system to publish an annual Consumer Confidence Report and maintains a finder for them, and the report names the disinfectant. Check it before choosing media.
Format decides how well it works
The same carbon behaves very differently depending on how it is packaged. A loose granular bed in a whole house tank gives long contact and handles high flow, which is why whole house chlorine removal is done that way. A carbon block in a cartridge is denser and more effective per unit volume but adds pressure drop. A pitcher or a faucet attachment holds very little carbon and gives seconds of contact, so it improves taste noticeably while removing less of the total chlorine load than the packaging implies.
What it does not touch
Carbon is not a mineral remover. Hardness, and therefore scale and spotting, passes through unchanged, as do nitrate, fluoride, arsenic and total dissolved solids, all of which need reverse osmosis or a specific media. Carbon also does not disinfect: it removes the disinfectant, which on a stored or well supply means anything downstream has no residual protection.
