The evidence already in your bathroom
Look at the shower head, the kettle element and the glass shower screen. Chalky white deposit around the nozzles, a crusted element and a screen that clouds again days after cleaning all point to hard water. Look at the soap dish: hard water leaves a grey scum ring, soft water does not. Then look at your laundry, since stiff towels and dingy whites despite plenty of detergent are a classic hard water signature.
The soap shake test
Half fill a clear bottle with cold water from a tap, add a few drops of plain liquid soap without added detergents, cap it and shake hard for several seconds. Water that produces a tall stable head of suds with clear water underneath is soft. Water that gives thin, quickly collapsing bubbles and a cloudy, milky column is hard, because the minerals are reacting with the soap instead of foaming. It is crude but it separates the two ends reliably.
Getting an actual number
Hardness is dissolved calcium and magnesium, and the USGS classifies water as soft at 0 to 60 mg/L as calcium carbonate, moderately hard at 61 to 120, hard at 121 to 180 and very hard above that. A test strip gets you into a band in a minute, a municipal Consumer Confidence Report often states hardness, and a lab test gives the figure to size a softener from. If you already have a softener and are unsure
This question is often really about whether existing equipment is still working. Test the water at an outside spigot, which is usually plumbed ahead of the softener, then test a treated indoor cold tap. A clear difference means the unit is doing its job. Two identical hard readings mean the softener is in bypass, out of salt, has a stuck valve or has resin that needs replacing, and that is a service call rather than a purchase.
