How these filters are built
A hose inline filter is a sealed or refillable canister with standard garden hose threads at both ends, so it hand-tightens onto the spigot with a washer at each joint. Inside is usually a carbon element, sometimes with a sediment layer or a copper-zinc medium, and the better ones use a replaceable cartridge rather than a throwaway body. Flow direction is marked and matters. Wide open, water is through the cartridge too fast for much to happen and you are mostly getting sediment straining. If the goal is treated water at volume, the filter belongs at the main line inside, not on the end of a hose.
The jobs where one is worth having
Three uses justify a hose filter. Filling an RV or trailer fresh water tank, where the source is an unfamiliar campground spigot and both taste and sediment are unknowns. Filling anything where chlorine matters, since a slow fill through carbon reduces it meaningfully. And protecting equipment from grit: a pressure washer, a misting system or a fine sprinkler head lasts longer on strained water. What a hose filter does not do is soften water, so if the complaint is spotting on the car after washing, that is dissolved hardness and needs a different approach entirely.
Winter, storage and cartridge life
These filters live outdoors and that shortens their life in two ways. Water left inside a canister through a freeze will split the housing, so drain and store it indoors at the end of the season. Sitting warm and wet through summer between uses makes the inside of a carbon cartridge a decent place for bacteria to grow, which is another reason not to treat a hose filter as a drinking water device unless it is specifically certified for that and kept in service. Replace cartridges on the stated volume, flush a new one until the water runs clear, and check the hose washers each time you refit it.

Does a hose filter make water safe to drink?
Not by itself. Unless the product carries a specific drinking water certification and is kept in service, treat it as a taste and sediment filter only.
Will it soften water for car washing?
No. Spotting comes from dissolved calcium and magnesium, which carbon and sediment cartridges do not remove. That needs softening or deionization.
