What the meter is actually measuring
A handheld TDS meter does not count solids at all: it measures how well the water conducts electricity, which rises with dissolved ionized substances, and converts that conductivity into an estimated solids figure. That is why the reading is instant and why it is blind to anything that does not conduct: bacteria, most pesticides and many organic chemicals leave no trace on a TDS meter. TDS and hardness are cousins, not twins
In most household water the biggest contributors to TDS are calcium and magnesium, the same minerals that define hardness. The USGS defines hardness by those minerals and classifies water from 0 to 60 mg/L as calcium carbonate as soft, 61 to 120 as moderately hard, 121 to 180 as hard, and more than 180 mg/L as very hard. A high TDS reading in a scale-crusted house usually is hardness talking. But TDS also counts sodium, chloride and everything else dissolved, so two supplies with identical TDS can behave completely differently, and a softener changes hardness dramatically while barely moving TDS at all, since it swaps minerals for sodium rather than removing solids.
What a high or low reading should make you do
A low reading says the water is lightly mineralized, nothing more: it is not proof of safety, because the dangerous things TDS cannot see include bacteria and lead at trace levels. A high reading says a lot is dissolved and is a prompt to find out what, with a real test: hardness, iron and a lab panel on a well.
