Those are a different proposition: they suit travel, uncertain supplies and small volumes, and they carry the same fundamental requirement as any UV system, which is water clear enough for the light to work.
How a batch unit works
Instead of water flowing past a lamp at a controlled rate, a batch device holds a fixed volume and illuminates it for a set time. That removes the flow rate variable entirely, which is the most common failure mode in plumbed systems, and replaces it with a simpler question: was the cycle completed. Bottles with a lamp in the cap, pitchers with a lamp in the lid, and countertop chambers all work this way, and the cycle time is what delivers the dose.
What it still needs
Clarity, as always. Ultraviolet light has to reach organisms, and suspended particles shade them while dissolved organics absorb the wavelength. A batch device filling from a clear municipal tap is in easy conditions; one filling from a stream or a cloudy source is not, which is why portable units are normally paired with a prefilter for field use. The lamp still ages, so a unit with a usage counter is more honest than one without, and the window or sleeve still needs to be kept clean.
Where these units make sense
Travel to places where the supply is not trusted, camping and field use with a prefilter, an emergency kit, and households that want a final barrier on drinking water without plumbing anything. On a chlorinated municipal supply the EPA notes that every community water system publishes an annual Consumer Confidence Report with a finder maintained for them, and if that report shows the system meeting its requirements, a batch UV device is adding a barrier against a risk already controlled.
What they do not replace
A batch device treats what you put in it, so it is not a solution for a household whose whole supply is microbiologically unsafe: showers, teeth and washing are all untreated. On a well with a positive bacteria result, a plumbed point of entry lamp with proper pretreatment is the correct answer.
