Three technologies genuinely reduce fluoride in a household: activated alumina, bone char carbon, and reverse osmosis. Distillation works too if you already own a distiller. Standard carbon blocks, pitcher cartridges, sediment filters, water softeners and UV lamps do not, and the marketing on some of them makes that hard to see.
The ones that work
Activated alumina is the industry workhorse for fluoride, a porous aluminum oxide that adsorbs it onto the medium and works best on slightly acidic water. Bone char is calcined bone, a carbon with a calcium phosphate structure that binds fluoride while also doing the taste and odor job a normal carbon block does. Reverse osmosis works by a different mechanism, rejecting fluoride at the membrane along with most other dissolved ions and sending it to the drain. Distillation boils water and condenses the vapor, leaving fluoride behind in the boiling chamber. Any product that reduces fluoride is one of these four things in some housing, whatever it is called on the box.
The ones that do not, whatever the box says
A standard activated carbon block is built to adsorb chlorine, taste, odor and many organic compounds. Fluoride is a small ion that carbon does not hold, so a normal carbon pitcher, faucet-mount unit or refrigerator cartridge passes it through. A sediment filter is a mechanical strainer and irrelevant. A water softener exchanges calcium and magnesium for sodium and leaves fluoride alone. A UV lamp inactivates organisms and removes nothing at all. Boiling makes fluoride worse, since water leaves as steam and the fluoride concentrates in what remains. Freezing, alkaline pitchers and magnetic devices do nothing for it either.
How to verify a claim before buying
Read the media, not the headline. If a product claims fluoride reduction, the specification sheet should name activated alumina, bone char, or a reverse osmosis membrane; if it names only carbon, the claim is not supported by what is inside. Then look for third-party certification against the drinking water treatment standard covering fluoride reduction, and check that the certification names fluoride specifically rather than listing the product as certified for taste and odor. Find out what you are treating first
Every community water system publishes an annual Consumer Confidence Report and the EPA maintains a finder for them, so a municipal customer can read what their utility adds or measures before buying anything. That is worth ten minutes, because the answer changes the equipment: a modest level at a single drinking tap is a small point-of-use job, while a high natural level on a well needs a properly sized bed and periodic verification. Well owners have no report at all and need a lab test, since naturally occurring fluoride from bedrock is a regional reality and has nothing to do with what any utility does.
