Both need to be sized for the flow they will see and replaced on a capacity basis, because an exhausted bed keeps passing water while removing progressively less.
What does not remove fluoride
A carbon pitcher, faucet mount or whole house carbon tank is not a fluoride filter, whatever the general marketing implies, because carbon adsorbs organics and chlorine rather than small inorganic ions. Softeners exchange calcium and magnesium and leave fluoride alone. Boiling concentrates it, exactly as it does with nitrate, since the water leaves as steam and the fluoride stays behind. Sediment filters are irrelevant. If a product claims fluoride reduction, look for the specific certified claim naming fluoride rather than an unrelated certification mark.
