A whole house housing is the hardest sump in the domestic range to open, because it is the largest diameter, holds the most water and carries the most seal contact area. That makes the correct wrench more necessary here than anywhere else, and it also makes brute force more likely to break something expensive on a live main.
Why big housings resist
Two forces, and only one is grip. The O ring on a big diameter sump has a long circumference under compression and stays gripped after pressure is released. And unless the cap carries a pressure release button, closing the isolation valves leaves the whole sump under vacuum, and the larger the sump the more force that vacuum represents. Open a downstream tap and press the release button first, because a great many whole house housings declared seized are held only by that.
Getting the right tool
Wrenches are sized to sump diameter, so a big diameter wrench and a slim one are not interchangeable, and moulded cups vary between brands enough to slip on the wrong body. Identify the housing before ordering, or measure across the widest point of the sump. Strap and adjustable wrenches cover several sizes and are the better buy where a property has both a whole house housing and slim point of use ones, since they save keeping several moulded cups.
Force, and where it goes wrong
A big sump gives a lot of leverage against its own threads and against the bracket holding it. Pipe wrenches and slip joint pliers distort the plastic, and a distorted sump will not seal afterwards, turning a stuck housing into a leaking one. Cracking a sump on a live main is a considerably worse afternoon than the one you were having. If it genuinely will not move once the vacuum is released, stop and check the valves are actually closed before adding force.

Close both isolation valves, open a downstream tap, release the pressure, then have a bucket and towel ready, because a big diameter sump holds far more water than a slim one and it all arrives at once.
