Strictly speaking, no. Softening means removing the calcium and magnesium from the water, and the only household technology that does that is ion exchange, which needs brine to recover its capacity. What salt-free systems do instead is change how those minerals behave so they are far less likely to form hard scale, which for many households solves the problem they actually care about.
What softening means in the first place
Hardness is dissolved calcium and magnesium, and the USGS classes water as soft at 0 to 60 mg/L as calcium carbonate, moderately hard from 61 to 120, hard from 121 to 180, and very hard above 180 mg/L. A softener removes those ions by exchanging them on a resin bed, which is why softened water leaves no scale, lathers readily, and shows a hardness reading close to zero on a test. Any system that leaves the calcium and magnesium in the water has not softened it, whatever the marketing says, and a hardness test after installation will show that plainly.
Template assisted crystallisation and conditioners
The salt-free technology with the most substance behind it is template assisted crystallisation, which passes water over a media surface that encourages dissolved hardness to form microscopic crystals in the bulk water instead of plating onto hot surfaces. The minerals are still there, the crystals stay suspended and wash away, and scale in the water heater and on fixtures is reduced. It needs no salt, no drain, no electricity and no regeneration, which makes it attractive where a drain is impossible or a septic system makes brine unwelcome. It will not stop soap scum or spotting, because the minerals remain in the water.
Where the salt-free approach falls short
If your complaint is scale in the kettle and on the shower head, a conditioner may well satisfy you. If your complaint is soap that will not lather, film on glassware, dry skin and hair, or laundry that comes out stiff, only real softening addresses it, because those are caused by the minerals being present rather than by them crystallising. Conditioners also have working limits: very high hardness, high iron, and heavy sediment all degrade their performance, and iron in particular can coat the media. The salt substitutes and the myths
Potassium chloride replaces sodium chloride in a conventional softener and is still salt in the operating sense: the system regenerates as before, uses roughly the same quantity, and the resin behaves the same way.
