A national hardness map is a picture of geology: water picks up calcium and magnesium from the limestone, chalk and dolomite it moves through, so broad regions read consistently hard or consistently soft. That makes a map a useful prior and a poor measurement. Your own tap can sit well outside the shade of your county, and equipment gets sized from a number, not a color.
What the colors are actually mapping
Hardness is dissolved calcium and magnesium, and the USGS classifies water as soft at 0 to 60 mg/L as calcium carbonate, moderately hard at 61 to 120, hard at 121 to 180 and very hard above that. A national map assigns areas to those bands from sampled data, which is why the Midwest and the Southwest read hard across large areas of carbonate rock while parts of the Pacific Northwest and New England read soft.
Why your tap can disagree with your county
A utility may draw from several sources and blend them, and the blend changes seasonally. Some systems soften centrally, which moves the delivered water down a band or two from the raw source. Neighboring towns can sit on different aquifers. And a private well is not represented on any map at all, because it samples one specific depth in one specific formation that the mapped average was never built to describe.
Using a map the way it should be used
Treat it as a screening step. If the map puts you in a hard or very hard area, that is a good reason to test and to expect a softener to be worth costing out. If it puts you in a soft area and you are seeing heavy scale, something local is going on and testing matters more, not less. What the map should never do is decide capacity, because sizing depends on your figure and your household's daily use.
Getting your own figure instead
Municipal households often find hardness printed in the utility's annual water quality report, or listed on the utility website. A test strip gets you a band in a minute at the kitchen tap.
