Is a TDS meter a good well water tester?

Only as a change detector. TDS lumps every dissolved substance into one number, so it cannot distinguish harmless minerals from problems. Use it to notice that something shifted, then send a sample to a lab to learn what.

Can any home tester detect bacteria in well water?

Simple presence-absence coliform vials exist for home use and can flag a problem, but a certified lab result is what health departments and installers act on. For anything you would make a decision from, use the lab.

What should a first-time well owner test for?
