What is a saltless system, and does it really soften water?

A saltless system is a scale control device, not a softener. It leaves the calcium and magnesium in the water and changes their behavior so they are far less inclined to bond to hot surfaces and pipe walls. That distinction is the whole story: your water stays hard by any test, but the scale that hardness would have laid down inside a heater is largely prevented.

The mechanism, plainly

The common design is template assisted crystallization. Water passes over a bed of polymer beads whose surfaces carry nucleation sites, and dissolved hardness forms microscopic crystals on those sites and then releases into the flow as suspended seed particles. Hardness that is already crystallized has far less tendency to deposit on a heat exchanger or an element, so it travels through the system and leaves with the water. Nothing is exchanged, nothing is discharged and no regeneration cycle exists, which is why these units have no drain and no brine tank.

What changes in the house and what does not

Scale in the heater, the kettle and the shower head drops away over time, which is the reason most people buy one. What does not change is everything hardness does in contact with soap: lather stays poor, soap scum still forms on glass and tiles, laundry still feels stiff, and the white spotting on shower screens and taps continues, because the minerals are still present and still dry on the surface. A test strip after a saltless unit reads exactly the same hardness as before, and that is the expected result rather than a fault.

When it is the right buy

It suits households with no drain within reach of the installation point, properties on septic systems or under local restrictions on softener discharge, people who do not want sodium added to their drinking water, and anyone whose complaint is genuinely about appliance scale rather than about how the water feels. The USGS classes water as soft at 0 to 60 mg/L as calcium carbonate, moderately hard at 61 to 120, hard at 121 to 180 and very hard above that, and on the upper end a conditioner asks more of the buyer's expectations than on moderate water.

Running costs and upkeep

There is no salt to carry and no water sent to drain, and power use is nil in the passive designs.
