Devices sold as scale filters cover several quite different technologies with one thing in common: none of them removes hardness from the water. They change how readily dissolved minerals deposit on hot surfaces, which is a real and useful effect and is not softening, and the gap between those two is where most of the confusion in this category lives.
The technologies that have a mechanism
Template assisted crystallization uses media whose surface provides sites where hardness forms tiny stable crystals in the flowing water rather than depositing on pipe walls and elements. Sequestering agents such as polyphosphates hold minerals in solution so they do not come out on hot surfaces, and are dosed as a consumable. Both have a describable mechanism and both are used in commercial as well as domestic settings. Neither changes what a hardness test reads.
What to ask for
Independent testing of scale reduction under a defined protocol, since scale reduction is the claim being made. Be wary of any product sold on a hardness reading, which scale control cannot change, and of the word softener used without qualification. Check the flow rate and hardness range the unit is specified for, since performance depends on both, and ask whether it needs a consumable. A product that offers a hardness test as proof is offering the wrong evidence.
The claims to reject
That it softens water, in the sense of soap lathering and laundry feeling different, which requires the minerals to be absent. That it will strip existing scale from pipework quickly. That it removes chlorine, iron or anything else, which is other equipment's job. And any device claiming to condition water by magnetic or electrical means without media in the flow path, where the evidence base is not comparable to the mechanisms above and the marketing typically avoids stating one.
When it is the right choice
Where equipment protection is the goal and the site cannot take a softener: no drain within reach, brine discharge restricted, no power, no space for two tanks, or nobody who will carry salt. In those situations scale control delivers most of what matters with far less upkeep.
