An anti scale water filter does not take hardness out of the water. It changes the behavior of the calcium and magnesium so they are far less inclined to stick to pipes, heaters and fixtures, and then leaves them in the water you drink. Understanding that distinction is the whole decision between one of these and a salt based softener.
How the media works
The most common technology is template assisted crystallization, in which the water passes through a bed of polymer beads whose surfaces provide nucleation sites. Dissolved hardness forms microscopic crystals on those sites, which then break free and travel with the water as suspended particles rather than depositing on hot surfaces. Other approaches use polyphosphate sequestration or electromagnetic fields, with varying and less consistent evidence behind them, so the media type matters more than the marketing name.
What changes in the house, and what does not
Scale forming inside the heater and on fixture internals is reduced, which is the main mechanical benefit and the reason these are popular on tankless heaters. What does not change is a hardness test result, since the minerals are still present, and neither does soap behavior: lathering, spotting on glassware and the film on shower glass are hardness effects and they continue. Households expecting the slippery feel and spot free glasses of true softening are often disappointed.
The USGS scale, and where these units fit
The USGS classifies water as soft up to 60 mg/L as calcium carbonate, moderately hard from 61 to 120, hard from 121 to 180 and very hard above 180 mg/L. Anti scale media are typically specified for the moderately hard and hard bands, and their performance is reported to fall off at the very hard end and where iron or manganese are present, since those foul the media surface. Above the hard band, or on well water with metals, ion exchange remains the dependable route.
The real advantages over a softener
No salt to buy or carry, no drain connection, no electricity, no regeneration and therefore no water sent to waste. Nothing is added to the water, so the sodium question disappears and the taste is unchanged. Installation is often just a cartridge or a small tank inline. Those benefits are exactly what makes them attractive in apartments, in places where softener discharge is restricted, and for households that dislike the taste and feel of softened water.
Choosing between the two honestly
If your complaint is scale in the heater and on the fixtures and you cannot install a drain or do not want salt, an anti scale unit is a reasonable answer. If your complaint includes soap performance, spotting, laundry feel or a hardness figure you need to lower, only ion exchange will do it. Does an anti scale filter soften water?
No. The calcium and magnesium stay in the water, so a hardness test reads the same. The media only makes the minerals less likely to deposit on hot surfaces and fixtures.
Will my glasses stop spotting with an anti scale system?
Generally not. Spotting and soap film are caused by hardness minerals still present in the water, and only true ion exchange softening removes them.
Is an anti scale filter better for a tankless water heater?
It is a common choice, because scale on the heat exchanger is the main failure mode and these units need no drain or salt. Very hard water or water with iron still argues for a softener.
