Reading the number against the USGS scale
The USGS classifies hardness, meaning dissolved calcium and magnesium measured as calcium carbonate, in four bands: soft is 0 to 60 mg/L, moderately hard is 61 to 120, hard is 121 to 180, and very hard is anything above 180 mg/L. Test kits sometimes report in grains per gallon instead of milligrams per liter; the kit's chart will say which unit it uses, so check before comparing your result to the scale. Water in the soft band does not justify a softener. Results in the hard and very hard bands are where scale on fixtures, spotted glassware and shortened appliance life start being explained by the water itself.
Testing mistakes that skew the result
Sample from a tap that bypasses any existing softener if you want raw hardness, since testing softened water tells you how the softener is performing, not what your supply contains: an outside spigot is usually unsoftened. Run the tap for a minute first so you are testing supply water rather than what sat in the pipe. Free in-home tests from softener dealers are genuinely free but exist to sell equipment, so treat the number as a starting point and confirm it with your own kit before signing anything.
