An RO tank that will not fill is almost always one of four things: not enough pressure at the feed, a restriction ahead of the membrane, a tank that has lost its air charge, or a valve that has stopped telling the system to produce. Work them in that order and you will find it without replacing parts you did not need to replace. Start by closing the tank valve and timing how long it takes to fill a glass at the faucet.
Step one: is the feed pressure high enough?
Reverse osmosis membranes need real pressure behind them, and production falls off a cliff as pressure drops. Check that the feed saddle valve or angle stop under the sink is fully open, not cracked a quarter turn, and that nothing upstream has been throttled since the system last worked. Homes on a well can lose feed pressure when the pressure switch or tank settings drift, and homes on a softener can lose it when the softener is mid regeneration. If your incoming pressure is genuinely low, a permeate pump or booster pump is the fix rather than another membrane.
Step two: prefilters and the membrane
The sediment and carbon prefilters exist to protect the membrane and they clog by design. A blocked prefilter starves the membrane, so the system produces a trickle and the tank never catches up with what the household draws. If they are past their interval, change them before diagnosing anything else, because everything downstream reads wrong when the prefilters are loaded. If the filters are fresh and production is still slow, suspect the membrane itself, particularly if the system has run without a working softener on hard water or without a sediment filter on well water. Step three: the tank has lost its air charge
An RO storage tank is a bladder pushed against a cushion of compressed air. If that air charge has bled away, the tank fills with water but delivers almost nothing to the faucet, which reads to the household as a tank that never fills. The tell is an empty tank that feels heavy, or water that dribbles out and stops. Empty the tank completely at the faucet, then check the air valve on the side of the tank with a low-range gauge and recharge to the pressure the manufacturer specifies. If air will not hold, or water comes out of the air valve, the bladder has failed and the tank is replaced rather than repaired.
Step four: the shutoff and check valves
RO systems stop producing when the automatic shutoff valve senses the tank is full, using back pressure from the tank against feed pressure. If that valve sticks closed, production never restarts after the first fill. If the check valve after the membrane fails, tank pressure pushes back through the system and out the drain line, so the unit runs continuously and the tank never gains. Continuous drain flow with an empty tank is the classic signature of that fault. Both are inexpensive parts and both are commonly replaced together with the membrane when a system is being overhauled.

How long should an RO tank take to fill?
Several hours is normal for a standard residential system, not minutes. If yours used to fill overnight and now does not, compare against how it behaved when new rather than against an expectation.
My drain line runs constantly. What does that mean?
Usually a failed check valve or a stuck shutoff valve letting tank pressure escape to drain. The system produces water and immediately loses it, so the tank never builds.
Can I check the tank air pressure myself?
Yes. Drain the tank fully at the faucet first, then use a low-range tire gauge on the air valve and compare with the pressure printed on the tank label.
Does cold water slow production down?
It does. Membranes produce noticeably less in winter when incoming water is cold, so a system that seems marginal in January may be entirely normal.
