A static mixer is a short section of pipe containing fixed helical or vane elements that fold and divide the flow as it passes. It has no moving parts, no power supply and nothing to service, and its job in a treatment system is simple and important: making sure a chemical that has just been injected is actually blended into the water rather than travelling along one side of the pipe.
Why injection alone is not enough
Flow in a pipe is not naturally turbulent enough at household rates to mix a small injected stream quickly. A dose of chlorine, soda ash, antiscalant or peroxide entering at a single point can travel a considerable distance as a poorly mixed stream, which means the concentration seen by any given parcel of water varies wildly. For disinfection that produces water that has effectively been underdosed while a slug has been overdosed, and for pH correction it produces a reading that swings depending on when you sample.
What the elements do
The internal elements repeatedly divide the stream and rotate the divided parts against each other, so the number of layers multiplies through the mixer's length. That achieves uniform blending in a short distance and at a modest pressure loss, without any energy input beyond the flow itself. Mixers are specified by pipe size, by the number of elements, and by the flow range they work across, and a mixer well outside its range mixes poorly, so sizing matters as much as it does anywhere else.
Where it goes
Immediately downstream of the injection point and upstream of whatever the dose is meant to act on: the contact tank on a chlorination system, the retention vessel on a chemical feed iron system, or the filter that catches what the oxidant has precipitated. Putting it before the injection point achieves nothing, and putting it too far downstream means the water has already reached the next stage unmixed. Keep the run between injector and mixer short and free of fittings that would let the stream separate.
Where you will encounter one
Any dosing system on a private well: chlorination for disinfection and iron oxidation, soda ash for pH correction, peroxide for sulfur. The EPA notes that private wells are not federally regulated under the Safe Drinking Water Act, so these systems are owner maintained, and a mixer is the one component in them that needs nothing at all.
